Stuart was instrumental in creating many of the national calculation methodologies like RdSAP and EPCs and has contributed to numerous government and industry groups for all aspects of energy efficiency and retrofit in the built environment. He was previously the chair of the Energy Assessor Scheme Operating Board and currently sits on the NHBC Foundation Expert Panel, SAP Scientific Integrity Group, Future Homes Hub Implementation Board, and is a member of the CABE Board, continuing to shape and advance the sector.

Mark is a Founder of Cast and board executive responsible for market strategy and brand. Mark has over 35 years’ experience in construction and real estate and is a recognised international commentator on a variety of industry and policy related issues. Mark authored the Farmer Review, an influential 2016 independent government review of the UK’s construction labour model entitled ‘Modernise or Die’. From 2019 until 2023 he was appointed as the government’s Champion for Modern Methods of Construction in Housebuilding. In 2023 Mark was appointed by the Department for Education to lead the Arms Length Body (ALB) review of the Construction & Engineering Construction Industry Training Boards which was published in January 2025. Mark is a non-executive board director of the Future Homes Hub and chairs the NHBC’s steering group for their multi-skills site hubs national programme. He holds honorary doctorates from the University of The Built Environment and the University of Wolverhampton and in 2025 was awarded an honorary fellowship of the CIOB.

Sarah has spent 20 years working with membership and trade associations; including for construction trade bodies and in the international medical sector. Sarah has represented construction to the highest levels: as a CITB Council (England) and Industry Funding Committee member, as a member of the Department for Education’s On Site Construction T Level Panel, the Construction Skills Certification Scheme (CSCS) Card Management Committee and the Competence Steering Group.

Richard has built a career in innovative construction, first as a structural engineer designing complex structures in the UK, then specialising in offsite technologies before heading up the strategy function for a large steel manufacturer. More recently he founded the NHBC Accepts service for Modern Methods of Construction, before moving to the Future Homes Hub. Richard is an active member of influential industry groups supporting the Construction Industry Council, Construct Zero, Supply Chain Sustianbilty School, Institution of Structural Engineers, and the New Homes Quality Board.

Emma Ramell is the Director of External Affairs at the Home Builders Federation (HBF). She joined HBF in September 2018 and is responsible for leading the organisation’s engagement with Parliamentarians and overseeing its wider external affairs activities. Emma also drives several of the Federation’s key policy priorities, most recently focusing on the challenges developers face in the Section 106 Affordable Housing market. In addition to her policy and advocacy work, Emma leads HBF’s Equality, Diversity and Inclusion (EDI) Working Group, which recently hosted its annual conference. She also supports the Federation’s ongoing Mental Health Awareness Campaign, promoting wellbeing across the industry. Emma began her career in Parliament before moving into policy and public affairs, gaining experience across a range of sectors including retail, food and drink, health, and housing.

Stephen Teagle is the Chief Executive of Partnerships and Regeneration for Vistry Group the largest builder of affordable housing in England and a leading regeneration specialist. Working with Registered Providers and Local Authorities. Stephen is a chartered surveyor with over 30 years’ experience in the regeneration and affordable housing sectors, he joined Vistry Group following a successful period as CEO of the Partnerships arm of Galliford Try where he was in the vanguard of private developers receiving direct grant under the Affordable Homes programme. Before this Stephen worked for a major Registered Provider, where he was Group Director of Investment and Managing Director of a development subsidiary. He has been involved in a range of board level regeneration roles and was appointed as a statutory appointee to a Registered Provider and held board position to facilitate a subsequent merger. A respected housing commentator, Stephen is also Chair of The Housing Forum, a cross-sector membership network of 150 organisations and businesses that collaborates to promote improved supply and better quality homes.

After leaving Barclays, Ian worked with Recognise Bank, a challenger bank, and Yorkshire Building Society. At Homes England he leads the Social Housing, Safety and Ownership Directorate, comprising Help to Buy, Building Remediation and Affordable Housing Grants. Ian completed his Master's Degree in Equity & Diversity in Society in 2024 and is also a Non-Executive Director at Newbury Building Society.
